The Development Plans Office was established in 1962 in order to erect and complete the school buildings and premises of the Ministry of Education.

 At that time the drawings (maps) of the schools were produced by this office in a typical form, yet without design and executive drawings and papers. Such drawings were submitted to the education general offices of the provinces. Then the provincial general offices were responsible for erection and equipment of schools and as this was not harmonious with their defined tasks, some really big problems emerged in large projects. Therefore, to solve this problem the Islamic Parliament passed the law for establishment of the State Schools Renovation, Expansion, and Equipment Organization in April 1975. This organization was affiliated to the Ministry of Education and its goal was erection, development, expansion, rehabilitation, equipment, and setting of appropriate standards of school buildings. The organization began working from Mach 21, 1976 and its provincial branches also began their activities. Thus Khorassan Razavi Schools Renovation, Expansion, and Equipment General Department began working on June 25, 1976 with 36 personnel under the name of Khorassan Schools Renovation, Expansion, and Equipment Group. This group worked up to 1988 and then it was promoted to a general department. Currently, this general department has 171 personnel and is headquartered on Boston St., Sajjad Blvd., Mashhad city. It works to construct, expand, develop, and equip educational environments and schools throughout Khorassan Razavi Province.
