Beginning of the operations, doing cultural activities to attract benevolent people and charity institutes,* selecting the land and concluding the agreement, **designing the project, choosing the contractor and concluding the contract, delivering the land to the contractor, equipping the workshop, supervising implementation of the projects, provisional/temporary delivery, equipping the schools, ***delivering the schools to the education office and holding the opening ceremonies, final delivery. * After determining the final amount of costs and expenses, and the location/site of the project in coordination with the supporting benevolent person(s) a memorandum of agreement (if the project is 100% funded by the benevolent) otherwise an agreement is made and signed between the benevolent person or charity institute and the general department. ** Activities and affairs related to designing the project by the Technical Department or the benevolent and in coordination with the Technical Bureau are done first. Then the contractor is selected by the general department and the matter is communicated to the benevolent and the operations are started. In any case, the contractor shall have to act within the regulations set forth by the Schools Renovation General Department. *** It should be added that the benevolent may also participate in equipping the schools.
